I would say it is ok when they are 13 or It would depend on the person though, some kids develop later than others. If you feel that your daughter or son has the emotional maturity and understanding to go on a romantic date and deal with any possible consequences then it should be ok.
By consequences I mean; rejection: Being able to cope with sexual advances; both welcome and unwelcome I'm not suggesting this is ok but it can happen.
